Glencore steps up debt reduction plan.
Published Under

KITAIFA
Mining company Glencore has set a new target to cut net debt to between $16.5bn and $17.5bn (£12.5bn-£13.5bn) this year.
In March, the aim was to cut debt to between $17bn and $18bn.The attempt to further improve the company's balance sheet comes as it reported a 66% drop in first-half profit to $300m.
Glencore's half-year results showed it had been affected by turbulent commodity prices.
Despite the fall in profits, the company said asset sales left it on track to cut debt.
"We have already largely achieved our asset disposals target of $4bn to $5bn with a diverse and material pool of asset sales' processes also ongoing," said chief executive Ivan Glasenberg.
On Wednesday, the company also announced the planned sale of all future output of gold and a 30% stake in its Ernest Henry copper mine in Australia to Evolution Mining for A$880m ($670m) to help pay down debt.
Edward Sterck, metals and mining research analyst at BMO Capital Markets, said: "The underlying results are broadly in line with our forecast, the further asset sales are a positive here."

UBER
Uber,
the innovative app that connects riders with drivers at the push of a
button is now available in over 475 cities in 75 countries across 6
continents, including Dar es Salaam. This means there’s no waiting on
the street or walking through unfamiliar neighborhoods to find transport. Uber is a convenient way to get a safe, reliable and affordable ride.
The
Uber app can be downloaded free from your app store for Android, iPhone
and Blackberry 7. If you want to be part of this transport revolution
here are six facts that will make you Uber savvy.
1. Request a ride
Once your Uber App is open, Uber automatically uses GPS and Wi-Fi to pick up your location, alternatively you can enter the address for your exact location to request a ride. All of this can be done from the comfort of your home, office or whenever you need a ride.
To have a safe ride, ensure you’re getting in the right Uber. This can be done by checking that the license plate number of your car and driver match the one shown in the app.
2. Get a Fare Estimate
Did you know that Uber allows you to view a fare estimate before requesting your ride? This makes it possible to budget before you even take a ride. The estimate gives you a bracket cost from a minimum to maximum amount you can pay for each trip. There are no hidden costs or surprises at the end of your trip.
3. Split the fare with a friend
When travelling with friends, colleagues or family there's no need for you to pay for the trip alone. Uber has a cool feature that allows you split the fare equally between you and your travel companions, making it an even more affordable ride. Upon completion of your trip a receipt is emailed to you to show how much was charged from your account.
4. Estimate your time of arrival
Uber is deeply committed to rider and driver safety, this is why the Uber App allows you to share your estimated time of arrival (ETA) and location with your loved ones. This enables them to track your trip and know where you are when you are traveling with Uber.
5. Five-Star rating
Feedback at the end of each trip is essential to ensure that Uber continues to provide a world class service to riders and drivers. Upon completion of a trip a you and your driver need to rate each other and provide additional information about the trip. The rating is more than a thumbs up or down - it accumulates to show an overall quality performance of the driver-partner and affects future opportunities on the Uber platform.
6. Support
The support team at Uber is available 24/7 to assist with any issues you might encounter during a trip. Uber also has a rapid response team dedicated to answer any urgent issues.
Uber is moving millions of global citizens every day by offering affordable and reliable rides at the touch of a button. The technology is creating thousands of economic opportunities and enabling smart cities of the future. Do not be left behind, download the app and be part of this exciting global revolution.

IPP Executive Chairman Dr. Reginald Mengi
IPP
Executive Chairman Dr Reginald Mengi has disowned connections with KM
Prospecting Limited, a company alleged to have defied the High Court’s
Commercial Division judgment, saying he was neither a shareholder nor a
director.
A
widely-circulated media report last week had it that the High Court,
summoned the philanthropist to explain why he should not be committed to
prison for failure to satisfy a decree for 598,750 US dollars (about
1.2bn/-) payments.
It
is alleged that such payments are in favour of three businessmen,
Muganyizi Lutagwaba, Eric Mshauri and Charles Mgweo, as decree holders,
following a dispute relating to purchase of shares, which was resolved
by the court against Dr Mengi and K.M.
Prospecting
Limited, currently judgment debtors. But according to a press statement
availed yesterday, Dr Mengi’s advocate, Mr Deogratias Ringia, said his
client is not a principal party in the case -- but KM Prospecting
Limited.
Mr
Ringia went on to explain that KM Prospecting Limited entered into the
agreement with the plaintiffs. “This agreement is the subject matter of
the case. Dr Mengi is not a shareholder or director in that company and
was not a party to the agreement,” read part of the statement.
He
said the judgment read by the Registrar of the High Court on January
28, this year, “my clients were not satisfied with the judgment thus, on
February 1, 2016 we wrote a letter to the High Court requesting them to
supply us with a copy of the judgment.”
“When
we received a copy of the judgment, we discovered that the judgment had
no date. In law, a judgment that is not dated is not a judgment at all.
In other words it is invalid and it cannot be appealed against and the
other side cannot execute such a judgment,” he said.
Mr
Ringia identified that later on February 19, they wrote another letter
requesting that the judgment be placed before the judge who wrote it so
that the error could be corrected.
Unfortunately,
he said we were not supplied with a dated judgment. He said they
decided again to send another written reminder on March 10 and made many
physical follow-up to the court but no avail.
The
advocate maintained that in any case in the undated judgment, the High
Court decided that there was no evidence to substantiate the two
allegations which the plaintiffs advanced against Dr Mengi.

Kujitoa EU: Uingereza Yawatoa hofu Watanzania .

MALAWI
government has contracted Tanzania-Zambia Railway Authority (TAZARA) to
transport 48 million litres of petroleum products from Dar es Salaam
port in the next 12 months, starting from next month.
This
was revealed after a meeting between TAZARA and a delegation of eleven
officials from the Malawi government in Dar es Salaam on Monday. The
Malawi delegation was headed by Mrs Estelle Nuka, Board Member of the
Malawi Energy Regulation Authority, according to a statement issued in
Dar es Salaam.
TAZARA
Managing Director, Bruno Ching’andu, assured the Malawi delegation that
with the new leadership, the railway authority had the best management
team to compete with any in the world and was fully geared to take the
firm to another level.
“Our shareholders have recently appointed me and my deputy and between us we have vast engineering and business experience.
Together
with the rest of our management, we have the best team that can compete
with any in the world and are well prepared to handle the cargo you
will be bringing to us,” Mr Ching’andu is quoted as saying in the
statement.
TAZARA
is also in discussion with the Zambian government and another private
firm to begin transporting at least 14 million litres of fuel per month
from the Port of Dar es Salaam to Zambia and the Democratic Republic of
Congo (DRC) within the month of July 2016, he said.
The
new leadership is credited for instilling discipline in the railway
operations, with the firm now registering consistent and shorter transit
times in freight trains as well as passenger trains, an impediment that
tended to drive clients away in the past.
The
new managing director has also ordered his management team to be
customer-centric, giving maximum respect to the clients and being
responsive to their needs.

THE Bank of Tanzania (BoT)
THE
Bank of Tanzania (BoT) will continue pursuing prudent monetary policy
in 2016/17 to keep inflation close to the medium-term target of 5 per
cent, while ensuring that liquidity level is consistent with demands of
various economic activities.
According
to the bank’s monetary statement for the period ended June, this year,
the bank will continue to deploy a mix of monetary policy instruments,
while ensuring that money market operates efficiently towards sustaining
stability of short-term interest rates.
The
financial market will continue to be strengthened in line with the
objective of widening participation and deepening financial markets
instruments to facilitate better and efficient price discovery.
The
bank will also implement reserve averaging framework that will provide
flexibility to banks in managing liquidity more efficiently and thus
help to reduce volatility of short-term interest rates.
The
bank will continue to improve the monetary policy framework by
solidifying its role in stabilisation of banks’ free reserves. Further,
the BoT will enhance information sharing with banks to improve the
functioning of the money market.
Also
BoT will continue to monitor monetary aggregates cautiously and review
them when need arises. Interest rates will continue to be determined by
market forces with Treasury bills market being an anchor.
The
bank will continue to work closely with market players to improve
transparency of monetary policy operations and instil greater efficiency
in the determination of market based interest rates.
This
will further improve the function of the money market and reduce
volatility in the interbank cash market, while increasing the role of
interest rates in the transmission of impact of monetary policy actions.
The
exchange rate will continue to be market determined, with the bank
participating in the foreign exchange market for liquidity management
purposes and intervening occasionally to smooth out excessive short term
volatility in the exchange rate.
This will be done while ensuring that foreign exchange reserves are maintained at not less than four months of import cover.

CRDB awaits East African monetary union to go regional.

BIASHARA

CRDB Managing Director, Dr. Charles Kimei
CRDB
Bank is waiting eagerly for East African Monetary Union to springboard
their regional expansion drive, its Managing Director, Dr Charles Kimei,
has said.
Dr
Kimei said the monetary union will harmonise bank regulations and in
that way cut costs and time for banks in the bloc in opening branches in
the region. “We (CRDB) have a plan to cross more borders.
But of late we have been hesitating as there is a plan to create monetary union for EAC,” Dr Kimei said in a recent interview.
Dr
Kimei, who is also the chairperson of Tanzania Bankers’ Association,
said once the monetary union is created it will be easier to open a
branch anywhere in the EAC member states because they will harmonise
banking regulations in the region.
“This
will help us in doing business. If I want to cross to Kenya, for
example, I just open a branch like I open in Tanzania, because it will
be supervised by Central Bank of Kenya like what our central bank does,”
Dr Kimei said.
The
monetary union would also apply to Uganda, Rwanda, Burundi, and even
South Sudan. CRDB currently has a subsidiary in Burundi with three
branches. In the run-up to achieving a common currency, the EAC nations
aim to harmonize monetary and fiscal policies and establish a common
central bank.
At
the moment Kenya, Uganda, Tanzania and Rwanda are presenting their
budgets simultaneously every June. In late 2013 the EAC countries signed
a joint protocol setting out the process and convergence criteria for
the monetary union.
The union envisaged in 2024 is the introduction of a common currency to replace the national currencies of member countries.
Out
of EAC, CRDB Bank eyes to expand to Lubumbashi in DR Congo to tap the
growing potential in the area. “There are a lot of businesses in Congo
and our approach is to follow our customers and we have them already in
Lubumbashi,” Dr Kimei said.
The
bank estimates that some 1,500 Tanzanians are doing various businesses
in Lubumbashi, including government institutions such as Tanzania Port
Authority.

The ANC still can’t agree on whether it will give Tshwane’s current mayor another go or opt for Mapiti Matena. It has, however, announced its candidates for all the other metros.
After lengthy deliberations regarding mayoral candidates on
Saturday, lasting well into the night, the ANC national executive
committee (NEC) could not decide on the party’s mayoral candidate for
the City of Tshwane for the August 3 municipal elections.
ANC secretary-general Gwede Manstashe told reporters: “Let me explain what happened in Tshwane. The region submitted names and the province was not convinced about those names but they brought those names to the NEC. The NEC has a proposal of what should be done in Tshwane. But before we announce that proposal we have mandated a delegation of the NEC to go to Tshwane tomorrow [Sunday] to meet the branches of the ANC.”
He said the Tshwane mayoral candidate would be announced after that process. The Tshwane region had initially put three names forward but Mantashe said the third had been removed.
“We are left with two names. I don’t want to venture into who those [remaining] two people are until a decision is taken. Branches are going to be engaged… so that everybody must support the name that is put forward,” said Mantashe.
The ANC in Tshwane was divided between incumbent Tshwane mayor Kgosientso Ramokgopa, also ANC regional chairperson in Tshwane, and his ANC Tshwane deputy chairperson Mapiti Matsena.
The opposition Democratic Alliance’s mayoral candidate Solly Msimanga and the Economic Freedom Fighters have been on extensive campaigns across Tshwane, hoping to snatch the capital city from the ANC in the tightly contested August 3 elections.
“In Nelson Mandela [Bay] Danny Jordaan is going to be the mayor. In Ekurhuleni our mayoral candidate is Mzwandile Masina. In Johannesburg comrade Parks Tau is the mayoral candidate. We have not finalised the process in Tshwane,” Mantashe told reporters at the St George Hotel in Pretoria shortly before midnight.
The party announced its mayoral candidates for the other metropolitan and “strategic” municipalities for the August 3 local government elections.
Mantashe said the ANC was convinced that the list of mayoral candidates presented consisted of “some of the best comrades among our ranks to advance our programme of radical socioeconomic transformation”. He called on ANC supporters to support the mayoral candidates.
“The ANC has been on the ground interacting with our people across the length and breadth of our country. We have no doubt that South Africans, in their overwhelming majority, will renew the mandate of the ANC to build on the solid foundation over the last 15 years of democratic local governance,” he said.
“The ANC is pleased to present the following comrades as candidates of our people for mayors in the 2016 local government elections,” Mantashe told reporters shortly before midnight.
“The NEC does so cognisant of the fact that no single individual working alone can deliver on our people’s aspirations. It is the leadership collectives of the organisation and government working together with our communities that will advance people’s power in every community,” Mantashe said.
The ANC mayoral candidates for the metropolitan municipalities are:
– Mangaung: Olly Mlamleli;
– Buffalo City: Xola Pakati;
– Nelson Mandela Bay: Danny Jordaan;
– City of Cape Town: Xolani Sotashe;
– City of Ekurhuleni: Mzwandile Masina;
– City of Johannesburg: Parks Tau; and
– eThekwini: Zandile Gumede.

SADC tells Lesotho to shape up .

SADC wants a special summit to discuss Lesotho’s instability and even Dlamini-Zuma has criticised the mountain kingdom.
The Southern African Development Community (SADC) has called for a
special summit to discuss Lesotho’s seemingly endless instability.
The regional body had given Lesotho until Friday to submit a progress report about how it had implemented recommendations of a commission of inquiry established by SADC to probe the instability in the tiny kingdom after the brazen murder of former Lesotho Defence Force (LDF) commander Maaparankoe Mahao on June 25, 2015.
Lesotho failed to meet Friday’s deadline but Foreign Minister Tlohang Sekhamane said his government would strive to submit the report this week. The report is expected to form the basis of the special double troika summit to be convened in Botswana on June 27 and 28.
A letter dated June 13 from SADC executive secretary Stergomena Lawrence Tax to Sekhamane explained that the summit was being convened by SADC chairman and Botswana President Ian Khama to review the situation in Lesotho, about six months after Lesotho received the report of the regional body’s inquiry.
“The double troika summit will consider the political and security situation in the Kingdom of Lesotho, specifically the implementation of SADC decisions. To this effect, you are requested to submit a progress report that will facilitate preparations of the meeting. We will appreciate receiving the progress report by 17 June 2016,” Tax said in the letter, copied to the foreign ministers of Botswana and Mozambique.
SADC will convene the summit amid escalating political tensions in Lesotho with an alliance of civic groups recently staging a well-attended protest march to demand implementation of the SADC recommendations. The civic alliance, including key trade unions, business, and church groupings, has threatened more protests if there is no progress in implementing the recommendations. The Lesotho government has pleaded for their patience, saying reforms cannot be implemented overnight.
African Union Commission chairwoman Nkosazana Dlamini-Zuma recently weighed in with an uncharacteristically strongly worded statement condemning “the deteriorating state of human rights, rule of law, and constitutionalism in the Kingdom of Lesotho”.
This followed an attack on the house of arch government critic and vice-chancellor of the University of Lesotho Professor Mafa Sejanamane last month.
At a recent press conference, the bosses of the Lesotho Mounted Police Service denounced the spate of killings in the country. The opposition All Basotho Convention (ABC) claimed four people recently shot dead at a public bar were its supporters but police attributed the killings to criminality. The opposition has been generally quick to claim that people who died in a spate of shootings this year were its supporters. But the killings could also be attributed to criminals.
The Lesotho government hit back at Dlamini-Zuma with Police Minister Monyane Moleleki saying Lesotho “was not a jungle” and did not deserve such a hard-hitting statement.
Central to the recommendations of the SADC inquiry – led by Botswana Judge Phumaphi Mphapi – is the dismissal of reappointed LDF commander Tlali Kennedy Kamoli, whose actions are seen as being central to the crisis in Lesotho.
The recommendations include the prosecution of all those behind the killing of Mahao, Kamoli’s predecessor and archenemy. They also include key constitutional and security reforms to curtail the army’s long history of political meddling and the return of all exiled opposition leaders.
All Lesotho’s opposition leaders, led by former prime minister and ABC leader Thomas Thabane, are living in South Africa after alleging assassination attempts by members of the LDF.
Despite the SADC recommendation to fire him, Kamoli is still firmly ensconced in his job six months after Lesotho received the SADC report and indications are that he will not be fired. In fact, some critics say he is running the country.
Even though the government has largely been mum on his fate, a spokesman of one of the main parties in Prime Minister Pakalitha Mosisili’s coalition declared recently that “Kamoli would not go anywhere”.
Opposition parties, who are speaking jointly, say they are not surprised by the government’s failure to submit the report by Friday as demanded by SADC, because the “government has nothing to report” and “has done absolutely nothing to implement the recommendations”.
The crisis began when Kamoli attempted a coup against Thabane on August 30, 2014 – a day after Thabane fired him as LDF commander.
This was all in the wake of fractious relations between Thabane and his then key coalition ally Methotjoa Metsing. A deal brokered by South African Deputy President Cyril Ramaphosa resulted in early elections in February last year which brought Mosisili, who had ruled Lesotho for 14 years before being ousted in 2012 elections, back into power in a new pact with Metsing, who retained his post as deputy prime minister. Mosisili’s government was then accused of launching a reign of terror against opponents, with Kamoli being at the centre of the controversy.
Mahao, whom Thabane had appointed to replace Kamoli, was murdered in a brazen raid near his farm by LDF officers, plunging the country into crisis and resulting in SADC’s intervention. Dozens of soldiers accused of loyalty to Mahao were arrested and tortured. Many are still in custody pending courts martial for plotting an alleged mutiny.
Lesotho was nearly booted out of SADC after initially refusing to accept the SADC inquiry report before a last-minute change of heart by Mosisili, who accepted the report in January this year.
Lesotho had expected to be asked for a progress report at a SADC summit due in August. The fact that it’s being asked to account earlier could be an indication that Khama is taking the matter of resolving the crisis in the ever-squabbling kingdom seriously.

Tanzania
continues to grapple with increased trade in counterfeit goods with
more than half of its imported goods being fakes, a new study shows.
A
research commissioned by the Confederation of Tanzania Industries (CTI)
found that at least 50 per cent of goods used in the country including
drugs, foods, and construction materials are fake.
In
his presentation, Prof Honest Ngowi of the Dar es Salaam-based Mzumbe
University campus said that the findings resulted from interviewing 250
consumers and 47 manufacturers countrywide.
The
acting CTI chairman, Mr Evasist Maembe, said at a forum that the
business lobby group commissioned the research due to an "alarming"
increase in counterfeit goods, especially imported items from China,
Bangladesh, Vietnam, Singapore, Kenya, South Africa and others.
According
to the study, porous borders are to blame for imported counterfeits, as
well as the existence of domestically produced fake goods and lack of
levelled playing field in the market.
Prof
Ngowi said among the reasons for the rampant fake commodities include
wrong view of free market economy, organised counterfeit dealers and
poverty which encourages preference for the low-priced fake goods.
