According to the system property ownership information will be digitalised and made accessible via text messaging.
Addressing journalist in Dar es Salaam yesterday the Ministry’s
Communication Officer, Mboza Lwandiko said the ministry’s objective was
to improve land possession by introducing a system of accessing
information through mobile phones application.
She said the ministry’s intention was to partaking citizens in
verification of their properties as well as advancing availability of
information to various land services.
“The system enables land owner to verify and improve their land
ownership information by using mobile phone by messaging the word ARDHI
to number 15774,” she said.
Lwandiko said the system had already been operational in Dar es
Salaam as a pilot region and would be rolled out to other regions after
the evaluation.
“This system will simplify communication between the land owner and
the ministry about the accessibility of owners’ mobile phone numbers,
emails to improve provision of services and eliminate the need for
physical visit by the client to the land office,” she said.
According to her, when sending the message, the land owner is
supposed to have land possession documents which will help him/her to
answer the questions that will be asked; she mentioned the documents
such as title deeds or issued letters (for those who are yet to be
issued with title deeds).
“The land owner will be required to write his/her full name as
written in the possession documents, mobile phone number and email if
has, then will be given a chance to continue verifying land plots in
according to the number of such land plots,” she explained.
However, Lwandiko called upon all land owners in the city to
utilise the service which is aimed at improving the land service
accessibility; the system will enable them verifying their possession
and improving personal details.
For his part, the Assistant Commissioner for Lands in Dar es Salaam
Zone, Mathew Nhonge said the system used to verify land information was
relevant due to its advantages including protecting client’s
possessions in avoiding quacks.
“Verification will not only increase transparency in land
allocation but also reduce land disputes among many citizens; and it
will help in issuing title deeds as a whole,” he said.
